He obtained his Bachelor of Laws (Honors) degree at the Ateneo de Manila University, College of Law in 1979. His undergraduate studies were at the Far Eastern University where he graduated in 1975 with a Bachelor of Arts degree, Major in Political Science. He was admitted to the Bar the same year with a grade of 86.4896 (among the Top 25 examinees). Mr. Gonzales immediately immersed himself in the practice of law under the watch of his eminent father, the late Senate President Neptali A. Gonzales.

Mr. Gonzales co-founded the firm Gonzales Batiller Bilog & Associates and as its principal partner, handled commercial laws and litigation for the firm. Apart from his legal practice, Mr. Gonzales served as a professor of laws and a Criminal Law Bar reviewer at the Far Eastern University Institute of Law.

In 1995, Mr. Gonzales entered government service when he was elected as the Representative of the Lone District of Mandaluyong City. He served in this capacity from 1995-2004, and form 2007-2016. He was elected for a term as Mayor of the City of Mandaluyong in 2004. During his stint in Congress, Mr. Gonzales was elected as Majority Leader of the 11th, 12th, 15th, and 16th Congresses, earning for him the distinction of serving as such for the longest period.

After completing his third and final term as Representative in 2016, Mr. Gonzales returned to private practice. He was partner in charge of criminal cases.

In 2019, Mr. Gonzales was re-elected as Mandaluyong City’s Representative. He is currently one of the Deputy Speakers of the House of Representatives.

In 1985, Mr. Batiller served as Deputy General Counsel of the Commercial Bank of Manila, and also served as Corporate Secretary and Head of its Legal Division, in charge of corporate and banking laws, taxation, documentation, labor, and corporate litigation.

Together with Mr. Gonzales and Mr. Bilog, III, he co-founded the Law Firm of Gonzales Batiller Bilog & Associates in 1987. He is the partner in charge of commercial and corporate, tax, and commercial arbitration cases.

Until recently, Mr. Batiller was the General Counsel and Corporate Secretary of the Philippine Chamber of Commerce & Industry. He is likewise a member of several trade and professional organizations and served in recent years in various capacities either as President, Governor, Director, or General Counsel, of the Metro Manila Chambers of Commerce & Industry – South Sector, Paranaque City Chamber of Commerce & Industry, Rotary International – District 3830, Rotary Club of Paranaque – Sucat, Integrated Bar of the Philippines (Pasay, Paranaque, Las Pinas, Muntinlupa Chapter), and the Ateneo Law Alumni Foundation, Inc. He is a guest lecturer on Criminal Law Review of the Center for Global Best Practices, Inc. and a professor at FEU Institute of Law in Statutory Construction and Legal Ethics.

He obtained his Bachelor of Science in Customs Administration from the Philippine Maritime Institute – PMI Colleges in 1976 and Bachelor of Laws and took units in Master of Laws from the Manuel L. Quezon University in 1981 and 1997, respectively. He was admitted to the Bar in 1982.

Mr. Leabres’ principal areas of practice have been in Litigation, Corporate & Commercial Laws, Customs & Tariff, Maritime & Admiralty, and Transportation, counseling and representing local and multinational companies engaged in various industries and business operations. He is the partner in charge of Customs and Tariff, Maritime and Admiralty, and Transportation cases.

He was the former President of the Chamber of Customs Brokers, Inc., the only accredited integrated professional organization (AIPO) of customs brokers by the Professional Regulations Commission (PRC). Mr. Leabres was former professorial lecturer in Tariff & Customs Laws, Maritime Commerce and Transportation at the PMI Colleges.

Before she joined the firm in 2018, she worked with the San Diego Ycasiano Macias-Estorco Castañeda Sanchez (SYMECS) Law from 2013 to 2014 and Tantoco Villanueva De Guzman & LLamas (TAVIDELL) Law Offices from 2014 to 2015 as an Associate. She also served as a Legal Officer in Federal Land, Inc. in 2017.

She is active in litigation practice involving labor disputes, consumer complaints, civil and criminal cases. She also handles matters relating to intellectual property law and family law. At times, she provides general corporate services and assists clients on data privacy concerns.

Miguel T. Caponong is a graduate of De La Salle University-Manila with a Juris Doctor degree. He actively participated in the Legal Aid Clinic of his university and handled various cases under the Law Student Practice Rule, which gave him early hands on court experience.
