He obtained his undergraduate degree in Bachelor of Science in Customs Administration from the Philippine Maritime Institute – PMI Colleges in 1976 and his postgraduate degree in Bachelor of Laws from Manuel L. Quezon University (with units in Master of Laws from Manuel L. Quezon University).

He passed the 1982 bar examinations, and after his admission to the on May 2, 1983, he went into trial practice and specialized in the fields Corporate and Commercial Laws, Customs and Tariff Laws, Admiralty Laws, and Transportation Laws.

He joined the firm in 2006 and is the partner in charge of Customs and Tariff, Admiralty, and Transportation cases.

He was the former President of the Chamber of Customs Brokers, Inc. (2005 to 2007), the only accredited integrated professional organization of customs brokers by the Professional Regulations Commission.

He is a former professorial lecturer in Tariff & Customs Laws, Maritime Commerce and Transportation at the PMI Colleges.
